RCFE, CLHF & ALW explained
A plain-English guide to the main residential care license types and why licensing matters to the real estate.
Residential healthcare uses are defined by how the home is licensed and what level of care it can provide. A few terms come up repeatedly across Rocfey opportunities.
RCFE
A Residential Care Facility for the Elderly is a state-licensed, non-medical setting providing housing, meals, supervision, and help with daily activities such as bathing, dressing, and medication reminders. RCFEs are not medical facilities and do not provide skilled nursing.
CLHF
A Congregate Living Health Facility is a residential home that provides higher-acuity, inpatient care - more than a standard RCFE - for medically fragile residents. Unlike an RCFE, a CLHF is a medical facility licensed by the state public health department, and licensing is more involved.
ALW-supported homes
The Assisted Living Waiver is a California Medi-Cal program that can help cover assisted-living costs for eligible residents in participating facilities. Homes that accept ALW residents broaden the payer base for the operator, while adding dependence on a public program.
Behavioral health and senior care
Other residential healthcare uses include behavioral health residences and general senior care homes. Each has its own licensing, staffing, and operating profile.
